MEMORANDUM OF AGREEMENT BETWEEN U.S. ARMY MATERIEL COMMAND AND TUFTS UNIVERSITY CAREER RELATED EXPERIENCE IN SCIENCE AND TECHNOLOGY (CREST) 1. Student Eligibility Status. Undergraduate students pursuing degrees in engineering and science who have completed their sophomore year of study are eligible for appointment to the Federal Government Career Related Experience in Science and Technology (CREST) Program. Student appointments within this program are subject to all requirements and conditions governing Federal career or career conditional employment, including investigation to establish a student's qualifications and suitability. Graduate students pursuing a master's degree in engineering and science and have been accepted to a graduate school are eligible for CREST. 2. Authority. Code of Federal Regulations, 5 CFR Sec. 213.3202, Title 5, Chapter I, Subchapter B, Part 213, Subpart C, authorizes agencies to establish Student Educational Employment Programs (designated CREST for AMC Command) designed to provide work experience that is directly related to the student's educational program and career goals. The intent of the CREST program is to convert CREST students to Engineers & Scientists (Non- Construction) (E&S (NC)) ACTEDS internships upon graduation. 3. Memorandum of Agreement. The command agrees to accept Mr./Ms.___________________ into the Career Related Experience in Science and Technology (CREST) Program. 4. Following are the terms of agreement for this program: a. Nature of work assignments. Mr./Ms. __________________ will Serve as a student trainee, receive on-the-job training, and perform a variety of assignments which will focus on engineering and scientific operations. b. Schedule of work assignments and class attendance. Mr./Ms.______________________ will be a full-time student pursuing a degree in either engineering or science during the academic year. The schedule of classes at the University and work at Command is attached. Work assignments will not interfere with academic performance. He/she will notify the responsible supervisor of intent to return to work at least 30 days prior to desired start date. c. Evaluation procedures. The supervisor of the student trainee will work with the student trainee to develop performance objectives at the beginning of each summer work period. In addition, the supervisor will provide ongoing counseling and support to the student. Failure to meet mutually established performance standards will be cause for removal from the program. d. Requirements for continuation in the program. Mr./Ms. ___________________________ must maintain a program of study as a full-time student with a major in engineering or science. He/she must maintain a good academic standing, maintain a 2.5 overall GPA, work a minimum of 640 hours during the period leading to graduation, and successfully achieve mutually established job performance standards. Accomplishing these requirements may lead to a potential offer for non-competitive conversion to career conditional full time employment as an ACTEDS intern. e. Schedule of work assignments and class attendance. Mr./Ms. _______________________ will normally work during summer vacations and may do so during other periods when school is not in session. Work assignments will not interfere with academic performance. He/she will notify responsible supervisor of intent to return to work at least 30 days prior to desired start date. f. Graduation. Student participation in the CREST program will not exceed three years. The student is expected to graduate within two years and with rare exceptions after three years of entering the program. g. Citizenship requirements. All participants in this program must be citizens of the United States. Participants must successfully complete a background investigation to obtain a secret security clearance. 5. The command agrees to appoint an overall program coordinator and a sponsor for each student. The program coordinator and sponsors will discuss progress of the students with heads of the students' department or deans of the students' college at the end of each academic semester or quarter. 6. The university agrees to join with the command to identify promising students for the program and provide transcripts of the students in the program to the command program coordinator each semester or quarter as appropriate. The university agrees to join in assessing the progress of the student by allowing the major subordinate command program coordinator and command student sponsor to meet with the head of the student's department and/or dean of the student's college to discuss student performance. 7.
