Description: Professor Rogers specializes in methods
for managing natural resources and the environment, with emphasis on the
use of analytic optimizing methods to incorporate both the natural phenomena
and the engineering controls; development of meso-scale models of resource
management that relate directly to macro-economic parameters; robust indices
for environmental quality; and the impacts of global change on water resources.
He was a member of the World Commission on Water for the 21st Century,
is active on the 12-member Technical Advisory Committee of the Global
Water Partnership. In addition he has served as a consultant on water
resources to various government agencies in India, China, Bangladesh,
Pakistan, Morocco, and Costa Rica. He has also consulted widely with the
UN system, the World Bank, UNIDO, WHO, FAO, UNDESP, ADB, IADB, and many
domestic US agencies.

1st Part - The effects of land-use changes on annual gross erosion are investigated through a distributed application of the Universal Soil Loss Equation (USLE) to a wide geographical region in northern-central Italy. The USLE, which was empirically derived for plots and is usually applied at most at basin scale, is implemented in a distributed framework through a discretisation of the study area in elementary square cells. The local amount of annual gross erosion is evaluated by combining several kinds of morphological, pedological and climatic information. The model estimates of annual gross erosion are validated for a land-use scenario dated 1992. Two different historical land-use scenarios of Bologna’s District, a large portion of the study region, are then used to assess how real land-use changes may affect gross erosion.
2nd Part – The study assess the effectiveness of incorporating information about seasonality to define homogeneous groups of sites for regional frequency analysis of hydrological extreme events. A series of Monte Carlo experiments proves for a wide study area in Northern-Central Italy that seasonality indicators have a high descriptive capability for the regionalization of floods. For the same region, the usefulness of seasonality indicators is then explored for the regionalization of rainstorms by performing a series of bootstrap resampling experiments. The study results show that the seasonality of extreme rainstorms is not particularly useful for the delineation of homogeneous rainfall regions.
