After strip mining, a mining company is required to restore the land 
to its condtion prior to mining. One concern is the pH of the soil, 
which is an important factor in determining what types of plants will 
survive.  One area was divided into grids and 15 grids unknown to the 
company were randomly selected and had their pH measured before and 
after mining.  Should the company be fined for failing to restore the 
land to its original condition?
